Governing Brain-Computer Interfaces: Neuroethics, Consumer Technology and Responsible Innovation

During this seminar, Dr Stephen Damianos, from the Neurorights Foundation, explored emerging approaches to neurotechnology governance across jurisdictions. Brain-computer interfaces have been rapidly proliferating beyond clinical medicine into consumer wellness markets across Asia and globally. Drawing on the Neurorights Foundation's work leading global governance and research efforts, Dr Damianos examined how different regulatory models were attempting to foster innovation while addressing risks, including challenges related to neural data protection, mental privacy, cybersecurity, safeguards for vulnerable populations and informed consent. The session sought to spur productive dialogue on regulatory models that could support Hong Kong's role as a hub for responsible neurotechnology innovation in the region. Professor Gilberto Leung Ka-kit, from the University of Hong Kong, chaired the seminar.
