In view of the escalating COVID-19 situation in Hong Kong, I write to provide guidelines to students and teachers for undergraduate teaching and learning arrangements at HKUMed.
Online teaching is the default mode of teaching in Semester 1 as well as Semester 2. Face-to-face (f2f) teaching will only be conducted on a need basis, such as practical and clinical skills sessions, which will be arranged in half-day sessions as far as possible. Appropriate infection control measures will be implemented for all teaching and learning activities including assessments, as usual.

I write to advise the updated infection control measures for in-person undergraduate examinations at HKUMed.
In light of the significant surge in the number of suspected and confirmed COVID-19 cases in Hong Kong, all Accident and Emergency Departments (AED) of public hospitals have been under immense pressure to deliver emergency clinical services with regards to PCR tests for COVID-19 including the Queen Mary Hospital (QMH). In order to achieve an equitable balance between the needs of our students and that of society at large, the Faculty has slightly revised the infection control measures ensuring that health safety of all parties participating in an in-person examination will remain reasonable:

Assessment choices
As before, we are offering all UG and TPG students three assessment choices for S1 courses: letter grade, pass/fail, late drop. Assessment choices can be submitted through SIS from 09:00 on Monday 28 September to 23:59 on Saturday 10 October. This deadline is final, and no modifications will be permitted once it has passed. I would like to reiterate here what I have said before. We strongly advise all students to think carefully when opting for pass/fail grading. Courses that are simply passed will be recorded as P on the transcript, with no impact on the GPA calculation. For UG students in particular, this could have important knock-on effects. Internally, we rely on SGPA data for elective opportunities, such as academic exchange and other funded programmes. Externally, employers and universities around the world examine transcripts in some detail when taking decisions about jobs and postgraduate study. Students without solid SGPA data from S1, 2020-21 may therefore place themselves at a significant disadvantage. Please consult your teachers, your academic advisers, the Academic Advising Office, your family and your friends before submitting your assessment choices.

I think most teachers already know about the support for online teaching and learning offered by TELI, CETL and ITS. Hundreds of colleagues have attended each of TELI’s online workshops on Virtual Flipped Classroom Design (https://tl.hku.hk/elearningblog/). Many colleagues have also registered for CETL’s Summer Sandbox Series on Creative Online Course Design (https://www.cetl.hku.hk/sandbox2020/). I understand that the sudden changes can be frustrating to all of you. The Deanery has examined the option of implementing more stringent infection control measures so as to continue with scheduled activities (e.g., by conducting COVID-19 PCR test before class/examination as was done for the recent MBBS Final Examinations), but it was concluded that such measure is neither sufficient nor feasible given the severity of the local outbreak and that PCR test is in short supply within both the public and the private sectors.

Dear colleagues and students,
In light of the current local outbreaks of COVID-19, the University will make further adjustments to its operations. Apart from staffing for emergency and essential services, staff shall work from home to provide basic services for the duration of the week from 20 July to 26 July 2020, subject to review thereafter. Heads of Departments/units will communicate with their staff members about the detailed work arrangements to be made based on the situation on the ground.
All undergraduate and taught postgraduate face-to-face teaching will also be suspended for the coming week from 20 July 2020, subject to review thereafter, with the exception of the clinical programmes and the examinations in those programmes, for which the Faculties of Dentistry and Medicine will reach out separately to students concerned.
Individual campus facilities and catering outlets will make necessary adjustments to their services and operations. Specifically, the Main Library and the Chi Wah Learning Commons will remain open with limited services. The dental and physiotherapy clinics of the University Health Service, and the sports facilities under the Centre for Sports and Exercise will be closed. Pursuant to the email sent to you yesterday, we write to give further specific advice as follows.
HKUMed strongly urges all Hong Kong students to return to Hong Kong as soon as possible. For non-local students who are now abroad, you are urged to leave your current location and return home and stay put until further notice, except for those whose hometown is in Hubei Province.
All students returning to Hong Kong are required to observe the government’s compulsory quarantine requirement, available here.
For those who do not fall under the compulsory quarantine requirements, you are strongly encouraged to stay at home for 14 days, exercise social distancing and take all measures so as to reduce the risk as far as possible. You should also refrain from entering the University campus for 14 days following your return to Hong Kong. Should you have any symptoms, you should seek medical care as soon as possible.
For MBBS students undertaking EY programmes abroad, please update us on your decision once it has been made by completing the form here.
For RPg students who choose to return from overseas exchange/study leave, please communicate with your overseas collaborator and HKU supervisor about your travel plan and discuss with them about your alternative research plan in lieu of overseas exchange.

Dear colleagues and students,
The University is continuing to draw on expert medical knowledge in monitoring the coronavirus situation in Hong Kong. While all of us are eager to return to teaching and learning in early March, we realise that it is now unlikely that scheduled classes on campus will be able to resume so quickly. As long as there is risk of infection in a crowded classroom, we cannot deliver face-to-face teaching. I’m writing to inform you of how we envisage the remainder of the semester unfolding.
Please note that the teaching and assessment schedules for professional undergraduate programmes may differ from those described below, and will be announced separately by programme directors.

As announced previously, we will take a recess for the final two weeks of the month to enable teachers to make course adjustments for the rest of the semester, and to enable students to engage in self-study based on the three weeks of teaching already undertaken in the semester. |
2 – 28 March |
Since the coronavirus situation in Hong Kong is likely to prevent us from resuming campus teaching in March, we will return to online learning for these four weeks. While some students may be able to visit the campus for specific activities, there will be no scheduled face-to-face classes. We plan to make use of the reading week (9-14 March) for online classes, though we will of course respond sympathetically to absence requests from colleagues and students with pre-existing commitments. |
30 March – 16 May |
We hope to resume scheduled classes on campus for these seven weeks. Should that not be possible because of ongoing health and safety concerns in Hong Kong, we will make an early announcement of alternative arrangements. (In the event that it becomes safe to return to on-campus teaching before the end of March, we will seize the opportunity and make an announcement to all students at least 14 days in advance.) |
18 May – 6 June |
We intend to conduct proctored exams during the assessment period, and will require all students taking exams to be present in the examination hall. We will move the assessment period back by one week, with the aim of bringing the semester to a close in early June. We have heard from many students, especially in the final year, about the importance of concluding the semester within a reasonable timeframe. We will make every effort to do that. |

In line with the University’s further suspension of campus teaching, all teaching at HKUMed, including classes to be conducted on Sassoon Road Campus and at all hospital compounds and clinics across town, will continue be suspended from 17 February 2020 and resume on 2 March 2020. Teaching will be conducted in e-learning format, as far as possible, and make-up sessions will be arranged for class activities that must be held face-to-face or on site once classes are resumed. Further notices will be issued by the Faculty Office or the respective Schools/Departments on the specific arrangements for individual programmes.

Dear Staff and Students,
Hong Kong is going through a very challenging time due to the recent outbreak of Coronavirus in Mainland China. The University has been closely monitoring and reviewing the virus situation in Hong Kong. Having continuously received advice from medical experts, we now come to the view that we will need more time before allowing all campus teaching to resume.
Like many in the society, we are dealing with tremendous human health challenges. The situation is changing rapidly and we hope to work with you to provide best possible delivery for our safety, teaching and learning. We very much appreciate your understanding and cooperation. Please stay vigilant and continue to make personal health your top priority.

Teaching will be conducted in e-learning format, as far as possible, and make-up sessions will be arranged for class activities that must be held face-to-face or on site once classes are resumed. Important message from the President’s Office
Dear colleagues and students,
In light of the latest development of the Novel Coronavirus (2019-nCoV) outbreak, classes at the University will be suspended after the Chinese New Year holidays and will resume Monday, 17 February 2020. Detailed arrangements about in-class examinations, online teaching and make-up classes will be announced in due course.
Non-local students who are in Hong Kong are advised to stay in Hong Kong during the period when classes are suspended. Those who are not in Hong Kong at present should consider not returning to Hong Kong at this point in time. Research postgraduates should discuss their study plans with their supervisors.
We have strengthened preventive measures as far as practicable across the University. However, students and colleagues, especially those in residential halls, should take proper precautions related to personal hygiene and prevention of transmission or infection. Please consult the advice and announcements provided by the University Health Service here.
In order to safeguard the health of all University members, and to be able to provide appropriate assistance to affected individuals, all students and colleagues returning from Mainland China must complete an online health screening form, which will be emailed to University members.
The campus will remain open, and office and research labs will continue to operate, but heads of units and supervisors should communicate clearly with colleagues about working arrangements and exercise discretion regarding staffing flexibility as necessary, including work at home arrangements for some colleagues.
Events on campus in the coming weeks, especially events involving a large number of participants, should be rescheduled or cancelled.
The University has established a Task Force on Infectious Diseases, chaired by Vice-President (IA) Professor Norman Tien, to continually monitor and assess the situation. We will post updates to the University’s FaceBook page, HKU App and HKU Portal and website as appropriate and send bulk emails as necessary.

In association with the first Wuhan Novel Coronavirus case confirmed in Hong Kong today, the Faculty has decided to suspend ALL teaching within ALL hospital compounds (including non-clinical areas) with effect from tomorrow, 23 January 2020, until further notice. The measure applies to bedside teaching at wards, out-patient clinics, clinical attachments, practicum, tutorials, lectures and so on, to be conducted at hospitals for all students in the Faculty.
Classes to be held on Sassoon Road Campus will continue as scheduled.
The Faculty will reassess the situation and update students with the teaching and learning arrangements after the Chinese New Year.

On the latest measures for campus security and health security, we will provide periodic updates through emails. Please pay close attention to your email inboxes for the latest arrangements and information.
Campus Security
With the ongoing safety and security concerns across the entire university, students and staff must bring a valid UID at all times. You are required to cooperate when authorized personnel request that you show a UID when entering university premises.
Current security arrangements will remain in place until further notice. We will keep you updated of campus security measures in accordance with university-wide policy.
Health Security
In light of the novel coronavirus that has emerged from Wuhan, all staff and students who travel for official purposes or for vacation to affected areas are required to declare to their unit supervisors the dates and location of travel upon their return to campus. If you are not feeling well, you must wear a surgical mask and seek medical advice immediately.
The Faculty will soon be installing temperature scanners as well as hand sanitizers at building entrances for William MW Mong Block, Lab Block and JCBIR. This is to maintain a safe learning and working environment.
The Faculty will be working with QMH on appropriate surgical masks for those involved in clinical work and training. You will receive email notices from your Programme Director for further arrangements.
Given this is also the flu season, please take a sick leave if you are feeling unwell and exercise good hygiene at all times. Each and every one of you play an essential role as a member of the Faculty and bear a collective responsibility for everyone’s well-being.
