Medical and Health Research Network
(MHRN) and Harvard School of Public Health (HSPH) had jointly organized
an Executive Training Programme in Health Sector Reform & Sustainable
Financing for local health care officials and China¡¦s Ministry
of Health in May, 2002. The programme received very enthusiastic
and positive feedback. Having heard about the superlative education
value and policy relevance of the programme, the Guiyang Party Secretary
approached the MHRN to explore holding a similar week-long programme
for a delegation of around 25-30 senior Guizhou health care officials
in 2003. The MHRN and Harvard School of Public Health had accepted
the invitation and co-organized another HKU-Harvard Executive Programme
on "Reforming China's Rural Health Care System" for about 30 senior
China's health care officials at the provincial, county and town
levels during September 1-5, 2003 in the Faculty of Medicine Building
at The University of Hong Kong (HKU).
The programme was specifically
designed for China's health care officials who were involved in
rural health care policy-making. The objective was to, through the
provision of an intensive and state-of-the-art knowledge and training
about options for health care sector development, assist the participants
in the design of an optimum health care system for the good of their
citizens. All instructors for the programme were from the Harvard
School of Public Health, Yale University, and The University of
Hong Kong, namely Professor William C.L. Hsiao, K. T. Li Professor
of Economic Development and Health, Department of Health Policy
and Management, HSPH, Professor Winnie C. Yip, Associate Professor,
International Health Policy and Economics, HSPH, Professor Wang
Hong, Assistant Professor, Division of Global Health, Faculty of
Epidemiology & Public Health, Yale University, Dr GM Leung,
Clinical Assistant Professor, Department of Community Medicine,
HKU, and Dr RYT Yeung, Research Assistant Professor, Department
of Community Medicine, HKU.
The programme focused
on topics including goals of health systems, roles of the government
and the private sector in financing and provision, diagnostic tools
for analyzing the performance of health systems, health care financing,
organization, payment methods, regulation, and management, planned
economy and government failure.
